This seems to be a constant problem with old, slow Joe Biden. He keeps forgetting his mask, mainly because he never bothers wearing it in real life and isn't used to carrying it. He only uses it for theatrical purposes. Notice all the theatrics used in this video, with wiping the podium and too much mask wearing.
