Mayor Zohran Mamdani introduced a comprehensive plan on Tuesday in Brooklyn to tackle New York City's housing crisis. The plan, called "Block by Block," aims to build 200,000 affordable homes and preserve another 200,000 over the next decade with a $22 billion investment over five years. This initiative seeks to increase housing for unhoused individuals by nearly 45%, according to a report by Staten Island Live.

The plan focuses on three main areas: constructing new homes, enhancing tenant protections, and overhauling the New York City Housing Authority. Mayor Mamdani emphasized the urgency of the plan, stating, "At a moment when working people are being pushed out of the city they built, New York cannot afford half-measures or delays." The city also plans to invest $5.6 billion in NYCHA for renovations, ensuring it remains publicly owned and operated.

In addition to housing production, the plan includes tenant protection measures such as the "Fix the City" program, which targets landlords neglecting repairs. Starting October 1, 2026, inspectors will investigate every heat complaint individually, addressing concerns raised during the city's cold spells.

The plan also aims to expand affordable homeownership through the Open Door program and launch "Our Home," a program for permanently affordable co-ops. It includes zoning reforms to boost housing production near transit, such as the South of Prospect rezoning in Brooklyn.
