New York City Mayor Zohran Mamdani will unveil his fiscal 2027 budget plan today, addressing the city's $5.4 billion budget gap. Initially, Mamdani proposed a 9.5% property tax hike to generate $3.7 billion in revenue. However, he has decided to scrap this plan, according to a City Hall source, citing opposition from City Council Speaker Julie Menin and criticism from various quarters.
Instead, Mamdani's budget will focus on alternative strategies to close the deficit. These include identifying savings and securing additional revenue from Albany. NBC New York reports that Governor Kathy Hochul has introduced a pied-à-terre tax, expected to bring in $500 million annually. This tax, targeting secondary homes worth $5 million or more, is seen as a victory for Mamdani in his efforts to tax the wealthy.
Mamdani's budget presentation will be a significant test within his first 150 days in office. Despite the challenges, he remains committed to finding a balanced approach. Bloomberg notes that while property tax hikes were considered a last resort, Mamdani has not ruled out other measures if state assistance falls short.
The budget will also include placeholders for expected state funding, reflecting the ongoing uncertainty with Albany's fiscal plans. As reported by Politico, Mamdani's executive plan will serve as the foundation for negotiations with the City Council, with a final budget deal required by June 30.
