NYC Delays Budget Amid State Budget Uncertainty

New York City Mayor Zohran Mamdani and City Council Speaker Julie Menin have agreed to delay the city's budget deadline from May 1 to May 12 due to ongoing state budget delays. The decision comes as New York State's budget remains unresolved, nearly a month past its April 1 deadline.

The city faces a $5.4 billion budget gap, and both Mamdani and Menin are calling for additional state aid to avoid raising property taxes. They propose changes to the Pass-Through Entity Tax (PTET) to generate $1 billion in new revenue, a move opposed by Governor Kathy Hochul. Hochul argues that the city should manage its finances without waiting for state decisions, noting the $1.5 billion in aid already provided.

The delay marks the first time since 2015 that the city's executive budget release has been postponed. The joint announcement by Mamdani and Menin signals a shift from previous tensions between the two leaders. They emphasize the need for state support to address the city's fiscal challenges, which have been exacerbated by federal funding cuts.

Governor Hochul is advocating for a pied-à-terre tax on luxury second homes to increase revenue. The debate over how to close the budget gap continues, with city leaders pushing for changes to the PTET and more state support, while Hochul promotes alternative solutions.
