Federal Oversight Takes Control Of NYC's Troubled Rikers Island Jail

New York City's notorious Rikers Island jail complex has officially been placed under federal oversight, with Nicholas Deml appointed as independent administrator, relieving the city and Mayor Zohran Mamdani of local control.

The appointment, announced Tuesday marks what advocates call "a historic step" toward addressing the long-standing issues at the troubled facility. Deml, who previously served as Vermont's Corrections Commissioner from 2021 to 2025, will now oversee operations at Rikers with authority that exceeds that of the city's correction commissioner.

"Today's appointment of Nicholas Deml as remediation manager for the city's jail system is a historic step toward ending the egregious constitutional violations that incarcerated New Yorkers continue to endure each day," said Mary Lynne Werlwas, director of the Prisoners' Rights Project at The Legal Aid Society, and Debbie Greenberger in a joint statement.

The federal takeover comes after U.S. District Judge Laura Taylor Swain found the city in civil contempt for failing to implement core safety reforms. Despite a decade of monitoring, violence, staff misconduct, and systemic failures have remained dangerously high at the facility.

Last year, 15 people died in Department of Correction custody, and a federal monitor's recent report found that "poor operational and security practices" contributed to at least a dozen in-custody deaths.

Deml brings a diverse background to the role, having worked as an operations officer at the CIA and as an aide to Illinois Senator Richard Durbin on the Senate Judiciary Committee. Advocates in Vermont described him as "transparent and forthright" during his tenure overseeing that state's smaller corrections system.

Mayor Mamdani, who took office on January 1, has yet to name his corrections commissioner but expressed willingness to work with the new federal manager.

"The mayor believes that our jail system must do better than the history of dysfunction and disorder that has plagued it for too long, and looks forward to working closely and collaboratively with the new remediation manager," said Joe Calvello, Mamdani's Press Secretary.

The city faces an all-but-impossible deadline to close Rikers by 2027, a plan that was established during former Mayor Bill de Blasio's administration but has faced significant delays in creating new borough-based jails.

Benny Boscio, president of the Correction Officers Benevolent union, said in a statement: "It is our hope that as a former Correction manager, the new Remediation Manager understands the critical role our workforce plays in maintaining safety and security for everyone in our correction facilities and the dangers we face every day."

Judge Swain has given the city and Deml 21 days to deliver a report outlining the manager's compensation, staffing, and preliminary budget. The appointment represents a final attempt to force change short of completely stripping the city of control over its jails.
