New York City is taking a significant step towards providing universal child care with the introduction of the "2Care" program. On Thursday, Governor Kathy Hochul and Mayor Zohran Mamdani announced the initiative, which aims to offer free child care to two-year-olds in the city. This move is part of a broader effort to expand affordable child care options throughout New York State.

Governor Hochul emphasized the urgency of addressing child care affordability, noting its impact on families and the local economy. "There's one thing that every family in New York can agree on, the cost of childcare is simply too high," Hochul said in a statement. The program will initially launch in high-need neighborhoods this September, with plans to expand citywide over the next four years.

Mayor Mamdani, who recently took office, sees this initiative as a key component of his campaign promise to make New York City more affordable. He stated, "This victory represents much more than a triumph of city and state government working in partnership — it is proof that when New Yorkers come together, we can transform the way government serves working families."

The state will fund the first two years of the program, a response to the Trump administration's decision to freeze child care funding in "blue" states. This initiative aligns with the existing universal pre-K program and marks a significant political milestone for both Hochul and Mamdani as they work to fulfill their campaign commitments.
