Westchester County is progressing with plans to modernize the terminal at Westchester County Airport in White Plains, New York. County Executive Ken Jenkins announced the initiative, emphasizing the need for the airport to reflect the community's quality and character. Jenkins stated, "When flying out of HPN, we want our passengers to be safe, and we also want them to be able to sit down, wait for their flight, and enjoy simple things like a cup of coffee — at this moment, that isn’t possible."
The modernization project aims to update the decades-old terminal to meet current industry standards and passenger expectations while keeping the county's full ownership and control over airport operations. An official Request for Proposals has been released to 11 pre-qualified firms, selected after thorough research by the County’s Department of Public Works and Transportation. These firms have strong expertise in terminal concept planning and design.
The RFP includes a comprehensive feasibility study to develop distinct terminal modernization concepts. Proposals are due in December 2025, and the selection committee will review them before making a recommendation to the County Executive for final approval. The County plans to brief the Airport Advisory Board on the RFP scope and project timeline at its upcoming meeting on October 15, 2025. Jenkins added, "This project will help ensure the airport keeps pace with demand, improves the travel experience, and continues to be an economic driver for Westchester County."
