Bratton Says The Death Of Jordan Neely Should Be Blamed On The State

Len Berman and Michael Riedel talked with former NYPD Commissioner Bill Bratton about the Daniel Penny subway chokehold case that left Jordan Neely dead.

Bratton said, "The issue with Penny is he took preemptive actions against Neely. Yes, Neely is mentally ill and threatening to kill people, but did he act on his threats before Penny got involved? People have tried to paint Penny as a vigilante for using a chokehold. The chokehold was said to have lasted over six minutes, but was it constant pressure on Neely's neck, or did Penny loosen his grip after Neely was restrained? And what about the two people who helped Penny hold Neely down? Why haven't they been charged? Also, remember after the incident, the police did not charge Penny because they didn't feel his actions rose to the level of a crime. The wrong defendant is on trial here, the real defendant should be the state and city of New York for their 50 years of failure when it comes to dealing with the mentally ill."
