About one million students are returning to the classroom in New York City on Thursday as a new school year begins.
Some schools have imposed new cell phone restrictions, but there is not a citywide policy in effect. Mayor Adams has been pushing for a possible ban but admits that parents are reluctant because they want to have a constant line of communication with their children.
"We have close to 400 schools right now that already have a cell phone restriction plan in place," Schools Chancellor David Banks said.
