Lawyer: Panhandling Is Legal in Open Public Areas

Len and Michael talked with Civil Rights attorney Ron Kuby this morning. Kuby filled the guys in on the legal rights of panhandlers. People are allowed to ask for money in 'traditional public forums' like sidewalks, streets, and parks according to the first amendment. Also, if you are stopped at a traffic light or waiting in line to go through a tunnel or bridge it is legal. The subways are not considered a public forum, so it is illegal for anyone to ask you for money.
