According to Only In Your State, this list is based off of the number of violent crimes not the number of petty or property crimes. This list is based off of the number of violent crimes per 1,000 residents in 2019.

The OnlyInYourState list omitted Camden, stating that it did not report its statistics to the FBI. According to a Uniform Crime Report statistical overview provided by Camden County, Camden City averaged 16.06 violent crimes per 1,000 residents in 2018.
