Phase 4 of Reopening Begins in New York City

New York City takes the next step in reopening on Monday, although a number of activities will remain off limits.

Zoos and botanical gardens are reopening in the city at 33 percent capacity. Film production can also resume and pro sports can begin holding games without fans.

But indoor dining continues to be banned and indoor malls in New York City remain closed. Mayor Bill de Blasio and Governor Andrew Cuomo blame an increase in cases around the country.

“We've got to strike a balance and we've got time to look at the evidence, watch what's happening around the country, watch what's happening here in this city, and make further decisions on some of these pieces and we'll do that very carefully with the State of New York,” de Blasio said.
