New York City public schools will be open tomorrow, says Mayor Bill de Blasio, though delays are possible with temperatures expected to dip into the 20s tonight.
The city's state of emergency remains in effect until midnight.
There was no word Tuesday afternoon at what time Metro North, above ground subway stations and NJ Transit bus service would resume.
