Mayor Bill de Blasio’s plan to close Rikers Island will take a big step forward on Thursday.
The City Council is expected to approve a proposal that would close the prison and replace it with smaller jails in Manhattan, Brooklyn, Queens and the Bronx.
De Blasio believes the plan will reduce the jail population and make conditions more humane for inmates.
The plan has already been approved by Council committees.
