"There was even this set of stairs that were placed just outside the look-on spot and they had so much ice on them, it looked like Elsa had just cast her arm out and summoned up some stairs like she does in the movie," Niagara Falls visitor Emma Grafham told reporters.

The Weather Network has issued a freezing rain warning, saying "a band of snow mixed with ice pellets will move through the regions tonight with 2 to 5 cm of snow. The snow and ice pellets will change over to or become mixed with a period of freezing rain overnight tonight. The freezing rain may last several hours before changing over to rain early Wednesday morning."
