The public on Thursday will begin sounding off on New York City's congestion pricing plan, which will charge drivers $15 during peak times to travel south of 60th Street.
The fee has led to countless protests and lawsuits, but the MTA continues to move forward with the plan. The agency says more than 90 percent of the infrastructure has been installed and congestion pricing is on track to begin in June.
There will be a discount for drivers traveling at off-peak hours.
