In recent reports, 35% of the pay phones located in New York City are broken and inoperable.

There are almost 9,000 pay phones in the city, most of them located in Manhattan, but the city finds that they are outdated. Instead, when the contracts for the pay phones run out they plan on making WiFi centers out of them.

The plan is to have the WiFi hot spots provide free wireless internet up to 85 feet and will begin to go into effect by the end of 2014.
